The Programming phase is crucial for environmental integration because key decisions concerning the overall co-operation process are made that can be difficult to adjust in later phases. Under geographical co-operation instruments, programming generally culminates in the production of Country Strategy Papers (CSP) and National Indicative Programmes (NIP). In order to adequately inform this process, the key tool is the Country Environmental Profile (CEP).
